By Justin Moro in Gulu THE army has surrounded the overall LRA rebel commander, self-styled Major Latin Kwoyello, in Kilak county in Gulu district, security sources said yesterday. Military sources in Gulu said the Kwoyello, with about 40 fighters, were surrounded by heavily armed UPDF troops, with a view of forcing them to surrender or be killed. Col. Geoffrey Muheesi said the UPDF was doing everything to pacify Acholi and urged rebels to come out in response to the amnesty law. Muheesi said the UPDF welcomes all rebels who voluntarily come out of the bush. Major Lucky Kidega, the UPDF 4th Division Operations and Training Officer, confirmed that the UPDF troops have been deployed in Kilak county to protect the local population and their property from rebel attacks. Kidega told The new vision on November 12 that the current mop-up operation was to flush out rebels from Kilak county in Gulu district. On reports that Kwoyello was seeking peace talks with Acholi traditional chiefs and the UPDF commander in Gulu, Kidega said talks would only work if Kwoyello comes out of the bush and surrenders in response to the amnesty law still in place. On Sunday, four Lord’s Resistance Army rebels under Kwoyello’s command surrendered to the army in Gulu with two A-K47 rifles and 60 bullets. Over 34 rebels have surrendered this month. Ends
