LC5 Chiefs To Hold Office Until April

By Edris Kisambira and Juliet Nankinga the Minister of Local Government, Jaberi Bidandi Ssali, has said district local council chairpersons are to remain in office until April 2002. He said sub-county chiefs would not leave their offices until March 2002. Bidandi made the announcement yesterday at the opening of the National Conference on Fiscal Decentralisation and Accountability within local governments, where he represented President Yoweri Museveni. “The LC5 chairmen and Chief Administrative Officers (CAO) will be in office until March and April respectively. It’s a constitutional requirement,” Bidandi said. He ordered former LCI chairpersons who have refused to hand over office to do so. Bidandi said their term of office had expired. Meanwhile, the Ministry of Local Government is to start publicising details pertaining to amounts of money disbursed to various districts in the country. Bidandi said the move would strengthen financial management and proper accountability of funds dispatched from the central Government to the local governments. “We are going to publicise all monies sent to the districts so that you are able to remain in office and help the people,” Bidandi said. He appealed to LC5 chairmen and CAOs to be politically accountable for all funds they receive from the central Government and donors. Bidandi hailed the donors for helping the Government in funding the implementation of decentralisation programme.saying they had helped. He urged LCs to report fraud cases. Ends
