NAADS Programme No. SX92/13 -- Request for Expression on Interest

Baseline Study in Districts and Sub Counties The Government of the Republic of Uganda has received a grant from the European Union towards the cost of National Agricultural Advisory Services (NAADS) Programme and intends to apply part of the proceeds of the grant to eligible payments under the contract for the provision of consultancy services. Government therefore intends to undertake a baseline study in the NAADS Programme Districts and Sub Counties so that information gathered will form periodic planning monitoring and evaluation and impact assessment of NAADS approach. Each District with its 4 Sub Counties will constitute a Lot as detailed below: Lot 1 Mukono District Lot 2 Soroti District Lot 3 Kabale District Expression of interest can be made for one or more Lots. Objectives of the Assigmnent: (i) Provide information that will form the basis for periodic monitoring and evaluation and for future impact assessment of the NAADS approach (ii) Produce an inventory of the available resources in NAADS sub-counties (iii) Identify information needs at the district, sub-county and farmer levels, for improvement in agricultural production as well as the NAADS approach. (iv) Identify existing farmer groups and associations The consultant will specifically be required to: 1. Develop a conceptual framework on the proposed study methodology and a schedule of activities. 2. Assess quality of existing information as a source of input for preparing survey instruments. 3. Prepare survey instruments using participatory approaches 4. Carry out field survey. 5. Co-ordinate and run stakeholder workshop to present the final results of the survey. NAADS Secretariat now invites consulting firms to indicate their interest in providing consultancy services. Interested firms/consultants must provide information indicating their suitability and qualifications to perform the services (experience in similar assignments and availability of appropriate skills among their staff.) The Consultant will be selected in accordance with the procedures set out in the European Union. Interested consultants may obtain Terms of Reference from the NAADS Secretariat between 9.00 a.m to 4.00 p.m, local time, on working days. Expression of interest must be in sealed envelopes clearly marked "Expression of Interest for Baseline Study should be delivered to the address below by 10.00 a.m local time, on Tuesday the 4th of December 2001.
