Mutebile calls for capacity building

THE Secretary to the Treasury, Emmanuel Tumusiime Mutebile, has called on the donor community and NGO's to dedicate their resources to build capacity in the civil society, if meaningful economic growth is to be achieved in Africa, reports Milton Olupot.

He called on developed countries to emulate America and open up markets for the developing countries.
He said without opening up markets "There is no way we shall stop seeking for donor assistance."
Mutebile, in a statement read for him at the opening of a four-day Global Economics Information Group (GEIG) at Entebbe on Monday, said economic growth and democracy grow hand in hand and should not be separated.
"It is the civil society that can drive government and policy makers like Parliament, but with a weak civil society, you cannot achieve anything. We have projects with ready money but we have not taken off because we do not have capacity, we are at a stand still,"
Mr. Keith Muhakanizi of the finance ministry represented Mutebile.
