THE president National Democrats Forum (NDF), Karuhanga Chapaa, yesterday officially declared his candidature for the 2001 presidential elections on a multiparty ticket, reports Eric Lakidi. Chapaa said he was confident of winning the elections and urged Ugandans to join him to usher in a new change in the politics of Uganda. "We want a change to create a new beginning that will create a new platform from which we shall establish democracy, constitutionalism and good governance and economic empowerment for all Ugandans," he said. Chapaa, who briefed journalists at the NDF party headquarters on Katonga Road in Kampala, promised to create a fully-fledged multiparty democracy. The press conference was also attended by NDF party members from Jinja, Tororo, Mbale, Soroti, Gulu, Mbarara, Kabarole, Bundibugyo districts and Makerere University. Chapaa vowed to liberalise politics and introduce a series of constitutional reforms, including the removal of Article 269 and the Movement Act. He said when elected, he will promote the local council system without tying it to the ruling organisation and set up a Political Liaison Council to facilitate political dialogue between political parties in the country. He said the problem of Uganda has been bad politics, which has continued to afflict the country. Chapaa said the current government under President Yoweri Museveni had ridiculed, beaten, humiliated, despised, imprisoned and taken the opposition as of no consequence to the politics of Uganda. "My election as president of this country in 2001 will create change and all parties and those in the NRM will agree to work together in their political diversities as partners in the development of Uganda," he said. "We want to make Uganda a peaceful and prosperous country. We cannot afford political instability, persecution, deprivation and all sort of suffering," Chapaa said. Ends.
