Kasibante summoned over sectarian remarks

THE Police are investigating Moses Kasibante on allegations of uttering sectarian statements and inciting violence. Kasibante, a radio presenter is locked in a legal battle with NRM’s Singh Katongole over the Rubaga North Parliamentary seat.

He is alleged to have made the remarks during and after the parliamentary campaigns.

ThePolice said a general inquiries file –GEF 08/11 of Old Kampala had been opened and some people, including Kasibante, would be summoned to help in the investigations. “There are two complaints where he (Kasibante) reportedly urged people to burn Indians and that is what we are investigating,” deputy Police spokesperson Vincent Ssekate said yesterday.

The remarks, Ssekate said, were reportedly made in Lunguja before the parliamentary elections on February, 18.

The Police say Katongole last week lodged a fresh complaint against Kasibante at Old Kampala Police station, after Kasibante allegedly uttered similar remarks at a rally in Lugala,in Rubaga North.

Sources say Police had got recordings of the alleged utterances.

Kampala Police chief Grace Turyagumanawe said the Kampala criminal investigations chief Paul Kato was handling the matter.

Katongole confirmed having lodged a complaint at Old Kampala Police station.

“I lodged the complaint on Friday after Kasibante made the remarks on Monday,” Katongole said.

He alleged that Kasibante made the remarks last Monday at Lugala at an LC3 rally organised by Forum for Democratic Change candidate Joyce Ssebugwawo.

Kasibante could not be reached for comment as his telephone was off but his lawyer Busiro East Member of Parliament elect, Medard Ssegona said he was not aware of the developments and accused the Police of being biased.

“We have not got any communication from the Police about the matter but Police itself needs to be investigated,” he said.

Police, he said, lacked the impartiality to investigate the matter because it was unable to avert a vote recount at Mengo courts which according to him was against the law.

“Where do the Police get the moral authority to impartially investigate the matter when it aided the commission of criminality by Katongole,” Ssegona said.

Kasibante, an Independent candidate was declared winner of the Rubaga North seat following the February, 18 elections, beating his rival Katongole .

However, the positions were reversed in a recount after Katongole secured a court order.

The recount was shrouded in controversy and the Judiciary said it would not recognise the out come of the recount after an earlier order by the High Court went unheeded.

This set the ground for a protracted court battle between the two camps.

The matter is before the High Court.
