EDITOR: Kampala City Council and other municipalities in the country have not done their work well in getting rid of garbage. However, the public is partly to blame.

I suggest that Parliament passes a law that takes care of the following: In residential areas, each household should be registered with a garbage collection company to take care of garbage.
For those with small businesses, it should be the responsibility of the business owner to remove the garbage from the premises after business hours.
