THE Office of the President requires sh3b for the swearing in ceremony of the Head of State scheduled for May 12.

This was contained in a supplementary budget for the financial year 210/2011, presented to Parliament by the state minister for finance, Ruth Nankabirwa, on Wednesday.

The minister also asked for a total of sh56.5b for the public service pensions scheme, which includes pensions for general civil service, teachers and personnel in the military service.

Sh28b is required to cover the shortfall in the payment of pensions for general civil servants, sh15.9b to cover the shortfall in the pensions for teachers and sh12.6b for military service pensioners.

The energy and mineral development ministry asked for an additional sh92b to support thermal power generation at the Mutundwe plant following an exhaustion of the IDA funding for the plant.

The speaker, Edward Ssekandi, referred the supplementary request to the finance committee for scrutiny.

Parliament on January 3, approved a sh600b supplementary budget despite objection from members of the opposition.

They mainly objected to the sh79b requested for State House operations.

The budget committee had also raised concern over requests by State House for a supplementary budget and recommended that the finance ministry revise the issue.

Six months earlier, Parliament had approved a budget of sh8 trillion.

According to the law, the Government is allowed to seek Parliaments’ approval for additional funds to cater for emergency expenditures not included in the budget.
