Why are stray bullets so common these days?

EDITOR: I wish to comment on your lead story on Tuesday entitled "Riots: Child killer faces army court". It is reported that the Inspector General of Police, Maj Gen Kale Kayihura, was shown several houses whose doors bore bullet holes.

This clearly demonstrates that those shooting had intent to kill or harm. There have been several incidents where Ugandans have lost their lives or have been maimed by ‘stray bullets’ fired by Police in the process of quelling riots, strikes and mob justice.

In the Masaka incident, we are told the suspect, Paul Mugenyi, will be court-martialled. But will court-marshalling him solve the problem of trigger- happy officers among the security forces? What instructions do these officers get before they are deployed? I see police officers clutching guns at the ready with fingers on the trigger.

This is always the case at the Electoral Commission on Jinja Road. Why are we getting so many of these ‘stray bullets’ lately? Is it inadequate training, wrong instructions or no instructions at all before deployment?
