THE Police have issued traffic guidelines for motorists along the Entebbe-Kampala highway to follow starting today and during Thursday’s presidential swearing-in ceremony.

In the guidelines, the Police said the delegates for the swearing-in ceremony have started arriving in the country to attend the function.

The Inspector General of Police, Maj. Gen. Kale Kayihura, said in a statement yesterday that traffic would increase on the Entebbe–Kampala highway with the arrival of VIPs starting today.

“The Entebbe-Kampala highway will be dedicated to the convoys of the delegations. This means from time to time, normal traffic flow will be interrupted to allow uninterrupted movement of the delegations.”

To ensure safety and security of the delegates, other motorists and the general public, the measures aim at deterring congestion, accidents and possible terrorist attacks.

Kayihura advised the public to start their journeys early to avoid inconveniences.

“Crowd formation at any point along the highway is prohibited. This is both an anti-terror measure as well as to ensure smooth traffic flow,” said Kayihura, adding that “check points will be established at different points along the highway.”

“In particular, a check point will be put near Kitoro town whereby only passengers and a few of their relatives and friends will be allowed to proceed to the airport.

This is to guard against crowding at the airport with the consequent safety and security challenges that it entails.”

The Police said access to any road will be denied if need arises.

They have also issued a route map to guide traffic to alternative routes.

The routes are Kisubi- Ssisa-Nateete-Northern Bypass road. Other routes to be used are the Zana-Nyanama-Ndeeba; the Kibuye-Salaama-Ggaba roads; the road from Katwe Wansi-Kalitunsi-Clock Tower. Also another alternative is the Kibuye-Ring Road-Namirembe Hill Road for motorists moving from Ndeeba, Nateete and Masaka Rd.

Kayihura said any form of obstruction such as abandoned vehicles, barricades, failing to comply with police officer’s directives and careless pedestrians will be handled in accordance with the traffic laws and other regulations.

The police advised motorists and the public not to interfere with Police lead motorcades. Motorists are also advised not to impede the normal progress of other vehicles by travelling abnormally slowly without due reason. The travelling public is advised to start their journeys early to avoid inconveniences.

The police guidelines come in the wake of FDC leader Col. Dr. Kizza Besigye’s expected return from Nairobi where he had gone for treatment after he was violently arrested by security while he participated in the walk-to-work demonstrations.
