FDC tells Kadaga to quit NRM

THE Forum for Democratic Change (FDC) has called for the resignation of the new Speaker of Parliament, Rebecca Kadaga, from her post as the second national vice-chairperson of the National Resistance Movement.

THE Forum for Democratic Change (FDC) has called for the resignation of the new Speaker of Parliament, Rebecca Kadaga, from her post as the second national vice-chairperson of the National Resistance Movement.

FDC vice-president Salaam Musumba, yesterday told journalists at a press briefing in Najjanankumbi that: “We seek reassurance from Kadaga about her impartiality and capacity to guide Parliament.”

When contacted for comment Kadaga said: “I cannot answer such a contentious issue through a third party. Let FDC officials raise it to me officially.”

Musumba congratulated Kadaga and her deputy, Jacob Oulanyah, for the privilege to serve their nation, saying it would add honour to Kadaga and to the ninth parliament.

Musumba also applauded FDC MPs Nandala Mafabi and Odonga Otto who contested for the post of Speaker and deputy speaker respectively.

However, the NRM spokesperson, Ofwono Opondo, said on October 11, 2010 at Namboole, Kadaga was elected as the second national vice-chairperson of the NRM deputising Haji Moses Kigongo.

He added that Kadaga being the NRM flag-bearer in Kamuli, she automatically became the Kamuli NRM district parliamentary conference.

“Kadaga will not quit any of these posts. However, she and Oulanyah won’t participate in the NRM parliamentary caucuses to avoid bias.”

Ofwono said the NRM resolved that the Constituent Assembly, the speaker and deputy speaker do not attend state caucuses.

“FDC’s call for Kadaga to relinquish her post is hollow and not backed by any law,” Ofwono said.

He argued that the Constitution provides that an MP, the Speaker or the deputy speaker must be elected members of Parliament and must belong to a political party.

Musumba disclosed that today FDC would announce the leader of the opposition, the opposition chief whip and shadow ministers.
