There was a drama in Bwambara sub-county in Rukungiri district on Thursday when the outgoing LC3 chairperson refused to hand over office to the new chief.

Enock Tugumehabwe refused to open the office for Dinner Rwakacaka, despite several reminders.

On finding the office locked, the deputy chief administrative officer, Sam Ahabwe, halted the swearing-in ceremony of the newly-elected district leaders and ordered that Tugumehabwe be arrested.

“We informed all LC3 chairpersons to hand over office to chiefs by May 12, but Tugumehabwe did not respond,” he said.

Later, the Police and the sub-county internal security officer arrested Tugumehabwe and produced him at the sub-county offices with the keys and other property. Only a motorcycle remained in his possession, but Ahabwe warned that he would face serious consequences if he did not produce it.

After opening the office, Rwakacaka and 23 councillors took their oaths. The council elected Gershom Karyarugokwe as speaker and Ruth Nkwengye as his deputy.

Rwakacaka appointed Julius Tweheyo as her deputy.
