THE Kotido district local council was on Monday sworn in at a ceremony held in the town hall.

Kotido chief magistrate William Komakech presided over the ceremony in which Kalistus Adome Lokwii was sworn in as the district chairperson.

Earlier on, the ceremony was delayed when one of the councillors filled the oath forms meant for the chairman-elect.

It took an hour for the clerk to council to prepare other forms as Komakech threatened not swear in Lokwii.

“I am sorry we cannot continue if the forms for the chairman are not availed,” Komakech announced.
A total of 15 councillors, including Lokwii’s wife, Grace Oyugi, were sworn in as Lokwii waited for fresh forms. Oyugi is the councillor for Nakapelimoru sub-county.

Oyugi has been the acting district chief for the last two years after the then chairman, Paul Lomanio, was charged with the murder of a councillor Kefas Aleper.

The councillors elected Judith Napeyok Natuku as the district speaker and Julius Lochieng as his deputy.

Lokwii, in his maiden speech, promised to initiate a joint irrigation scheme.

He said the irrigation scheme would unite the people in the region and also enable them to have enough food.
