BUBULO Government Prison is choking with congestion. Michael Sakwa, the officer in charge of the facility said it was constructed to accommodate 22 prisoners, currently has 79.

Due to inadequacy of space, the male convicts are mixed with prisoners on remand in one room, while the female convicts and those on remand are accommodated separately in the two remaining rooms.

Convicts are prisoners serving sentences, while those on remand are still undergoing trial for alleged crimes. Sakwa attributed the congestion to the fact the prison is used by both both Manafwa and Bududa districts.
