THE Government is seeking parliamentary approval for over sh2.8trillion to enable it carry out services before the budget is appropriated.

The motion for Parliament to resolve itself into the committee of supply for consideration and approval of the vote-on-account for Financial Year 2011/2012 was moved by state minister for finance, Fred Omach yesterday.

Attached to it was the list of all accounting officers of ministries, institutions and local governments.

Article 154 (4) of the Constitution permits the President to authorise the issue of moneys from the Consolidated Fund Account for purposes of meeting expenditure necessary to carry on services of government until the expiration of four months from the beginning of the Financial Year.

Parliament, however, deferred debate on the motion and requested the minister to separate the wages of semi-autonomous institutions from the non-wage component.

The concern was raised by the shadow minister of finance, Geoffrey Ekanya after Omach had presented his motion.

Ekanya said there were self-accounting institutions established by Acts of Parliament and wanted the minister to explain why some votes did not have a wage component.

He proposed that Parliament defers approval of the money until the minister shows Parliament the wage component.

He also wanted to know why some ministries had been allocated extra money.

Ekanya said: “In future we need to have details on the Vote on Account. Last year, I stayed in the House as my colleagues walked out protesting Government’s proposal to build a market in South Sudan, but up to today there is no such activity.”

Elijah Okupa (FDC) said the Finance ministry wanted to hold on to money for the Road Fund. “We must allow the Road Fund operate as by-law,” he said.

Wilberforce Yaguma (NRM) said there was a crisis in schools and asked the finance ministry to ensure that money for UPE and USE is disbursed to enable schools operate.

The speaker, Rebecca Kadaga, said she had received a petition from the association of USE schools saying they were not able to operate.

She suspended Parliament for 20 minutes to allow the minister and his technical team to do what the MPs had requested, but after the allotted time, she deferred debate to today.
