Close to 10,000 science teachers of secondary schools will have their details re-submitted to the inter-ministerial team negotiating teachers’ salaries.

Head teachers, according to the national secretary for programmes and organising, Gonza Ssesamba, “are expected to submit their science teachers’ names, computer numbers and salary scales immediately to the negotiating team.”

He said these details are vital since they are strong points in the ongoing discussions. All head teachers are expected to have submitted the details by August 20.

All head teachers, he said, can as well handover their details to the desk officer, Moses Mugisha, at the Ministry of Education and Sports in Kampala.

Mugisha said a communication had already been sent out to all head teachers. “They can also get in touch with the head of the secondary schools’ head teachers, Rose Izizinga, to make sure that this is done in time,” Gonza added.

At the end of last month President Yoweri Museveni, ordered the ministries of public service, finance, education and other concerned stakeholders to immediately hold negotiations with the teachers over their demand for a pay increase.

The President issued the order during a meeting with over 200 teachers under the Uganda National Teachers Union (UNATU).

The meeting came amidst a strike by teachers in government-aided primary and secondary schools across the country.

According to UNATU’s chairperson, Margaret Rwabushaija, “negotiations are already ongoing.” She told Sunday Vision that there are a series of seven meetings; and that four of them have already been concluded.

Asked about the progress of the negotiations, she declined to give details but said, “In some instances the negotiations have yielded, and in others they have not, yet.”

But she said once negotiations are done, “all stakeholders will be informed.”

She revealed that next week, the national association of teachers will hold a meeting with other members of all the concerned ministries.

The teachers are demanding for 100% salary increment, income tax revision and operationalisation of the collective bargain agreement.

The teachers also want payment of allowances to science teachers and those in hard-to-reach areas, and the timely release of capitation grants.
