FUFA has opened a bid to replace Simba FC at the 2011 Confederation of Africa Football Cup competitions starting in February.
The federation has invited Kampala City Council (KCC) and Victors FC to bid for Simba’s slot after the army side has failed to deposit a security fee of $10000 (sh26m) with FUFA.
The security fee is not regulation but FUFA instituted it last year to take care of fines that accrue as a result of fines in the continental competitions.
Uganda champions URA FC has paid the same fee and will present the country at the CAF Champions League. FUFA publicist Rogers Mulindwa said Wednesday that Simba has up to November 7 to reclaim the slot or lose it to KCC or Victors FC.
When contacted yesterday both KCC and Victors remained non-committal on taking up the chance to compete at Confederations Cup.
For a club to represent a country at the continental competitions they must have won the national league or the Cup competition but FUFA said that they have chosen KCC because they finished second in the league. Victors represented Uganda at the CAF Cup in 2010 competitions.
Mulindwa said that while URA has paid the money but Simba FC risk missing the chance if they fail to pay the security fee by November 7 or risk losing their slot to KCC or Victors.
“Whereas URA has met the condition we gave them and were cleared this morning. Two clubs have been invited to bid for the Confederation Cup slot. Simba has up to November 7 to pay up or KCC or Victors can be considered,” FUFA publicist Rogers Mulindwa told the weekly press conference.
“Chance has to be given to clubs that can afford.”
In the past, Ugandan teams in the continental tournaments have withdrawn at the last moment or after participating because of financial problems, thus forcing CAF to fine the Federation.
In 2010, SC Villa’s last minute withdrawal from Confederations Cup cost FUFA a fine of US$3000 while the federation footed another fine of US$5000 for the indiscipline exhibited by the KCC fans in South Africa during a match against Super Sport FC in 2009.
