Kasangati GISO arrested for caning residents

The Police in Kasangati have arrested a Gombolola Internal Security Officer (GISO) on allegations of torturing residents of Bulamu Village, Kasangati Town Council, Wakiso district.

Patrick Wamazembe the acting GISO of Kasangati was arrested on orders of the RDC of Kasangati Justine Mbabazi.

It's alleged that on April 10, Wamazembe riding on a motorcycle with an unidentified person stormed into residents of Bulamu while at their homes and caned them asking whether they had not heard the presidential directive of curfew.

One of the victims Asia Tusingwire said it was about 10 minutes past 7pm when she and her husband were attacked by Wamazembe.

"My husband George Lwanga was parking tomatoes off our stall next to our home when the GISO arrived.  He started caning me asking me why we were still outside. When my husband intervened, he turned to him and started walloping him.

He caned my husband in the back with his long stick until he fell down. Amidst the beating, our stand was destroyed and all the tomatoes fell to the ground and got wasted," Tusingwire narrated her ordeal

Dorothy Nanyonjo who was seated at the Veranda of her house received the same beating. The other victims include Vincent Kayima and Abdul Kharim Buyinza.

Mbabazi said the victims came to her office on April 11, to report their case. This prompted her to order the DISO and police to carry out an investigation in the matter.

Wamazembe was arrested and later handed over to ISO for further management.

Mbabazi pleaded to all security personnel to stop torturing people. "The president didn't issue any orders of torturing people while enforcing curfew," she said

Wamazembe while at ISO offices defended himself saying he was enforcing the president's directives.
