Kawalya elected KCCA speaker

This was after a highly contested election between Kawalya who garnered 17 votes and Doreen Nyanjura who got 14 votes.

KAMPALA - Abubaker Kawalya the councillor for Rubaga North has been elected Speaker for Kampala Capital City Authority (KCCA).
 

 

This was after a highly contested election between Kawalya who garnered 17 votes and Doreen Nyanjura who got 14 votes.
 
Motamouthed Muhammad Ssegirinya trailed with only one vote.
 

 

Bruhan Byaruhanga with a total of 18 votes was elected deputy speaker of the KCCA council. He beat Doreen Sabuka who got 13 votes.
 
In Kawempe, the elections were held at Tick Hotel. 47 councillors were present to cast their votes.
 

 

George Mutumba was elected the Speaker of Kawempe after garnering 31 votes out of 47 votes. He beat Mara Mungi Stephen who got only 16 votes.

On November 28, 2019, President Yoweri Museveni assented to the Kampala Capital City (Amendment) Act, 2019.
 
The Amendment Act, 2019 under sections 8A and 29A established the offices of Speakers and Deputy Speakers of the Authority and Division Urban Councils respectively.
 

 

Under the amended Act, the functions of the Speaker and Deputy Speaker shall be presiding over all meetings of the Council, be charged with the overall authority for the preservation of order in the Council and ensuring the enforcement of the rules of procedure of Council.
