NOTICE OF EXPRESSION OF INTEREST

  1. The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production) Act 2013. The PAU's mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practices for the petroleum industry. 
  2. One of the major objectives in the legal framework governing the sector is to achieve in-country value creation and retention through national content whilst ensuring competitiveness, efficiency and effectiveness. In this regard, the PAU is required to ensure that the licensed oil companies, their contractors and subcontractors comply with the national content provisions as spelt out in the Policies, laws and regulations.
  3. There is a well-established National Content regulatory framework to facilitate the achievement of the above-stated objective. The framework focuses on creation of jobs, promotion of enterprise development and accelerated transfer of skills and technologies. All entities engaged in Petroleum activities are required to familiarize themselves with all the legislation related to national content in the Oil and Gas sector. In accordance with the Human Resource Manual, the authority seeks to develop a health, safety, security and environmental (HSSE) policy and manual to guide and reduce the HSSE risks and impacts of its activities, services and operations.

In accordance with regulation 176 of the Petroleum (Exploration, Development and Production) Regulations 2016 and regulation 30 of the Petroleum (Refining, Conversion, Transmission and Midstream storage) (national Content) Regulations, 2016, The Petroleum Authority of Uganda Developed the first phase of the National Supplier Data Base (NSD).

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production) Act 2013, and in line with the National Oil and Gas Policy (NOGP) for Uganda, which was approved in 2008. The PAU became operational in October 2015. 2.
  2. The mandate of the PAU according to both the Petroleum (Exploration, Development and Production) Act 2013 and the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act, 2013 is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. In executing its mandate, the PAU is required to approve the work plans and budgets of the licensed oil companies, monitor operations, approve the design, construction and operational aspects of facilities as well as ensure optimal utilisation of the resources. This is to ensure that all activities by the licensed oil companies in Uganda are carried out in accordance with the relevant legal and regulatory framework as well as the international industry best practice. 
  3. Background; Uganda had its first commercial discovery of Petroleum in 2006. Since then, a total of 121 exploration and appraisal wells have been drilled and twenty-one (21) petroleum discoveries made in the Albertine Graben which is part of the western arm of the East African Rift System. During 2012, Uganda awarded its first production license to CNOOC Uganda Limited (CNOOC) over the Kingfisher Development Area. A total of eight (08) more Production Licenses (PLs) were awarded over 13 discoveries in August 2016 in License Area 2 and Contract Area 1 operated by Tullow Uganda Operations Pty and Total E&P Uganda B.V. (TOTAL) respectively. The development of these fields is being undertaken under two upstream projects, namely, the Kingfisher Project operated by CNOOC and the Tilenga Project operated by TOTAL. Together, the two projects consist of two (02) Central Processing Facilities (CPFs), over 450 wells, 35 well pads, 2 feeder pipelines covering ~150km and ~180km of infield flowlines. The Front-End Engineering and Designs (FEED) for the two projects were concluded in 2018.
