ASSESSMENT RESULTS ON COMPLIANCE OF MINISTERIAL POLICY STATEMENTS WITH GENDER AND EQUITY REQUIREMENTS FY 2019/2020

1.0 Introduction Pursuant to Section 13 (15) g (i) and (ii) Pursuant to Section 13 (15) g (i) and (ii) of the Public Finance Management Act, 2015 (PFMA), the Commission is delighted to present the Assessment Results on Compliance of Ministerial Policy Statements with Gender and Equity requirements for the Financial Year 2019/2020. The above section (13 (15) g (i) and (ii)) provides that a certificate shall be issued by the Minister responsible for Finance Planning and Economic Development in consultation with the Equal Opportunities Commission; (i) certifying that the policy statement is gender and equity responsive; and (ii) specifying measures taken to equalise opportunities for men, women, persons with disabilities and other marginalised groups.

The gender and equity planning and budgeting approach is aimed at ensuring that the different needs and interests of Men, Women, youth, Orphans and other Vulnerable Children, ethnic minorities, older persons, the rural poor, and disadvantaged locations among other marginalised groups are accommodated within the Budget. This is part of Uganda's strategy to realise "A Transformed Ugandan Society from a Peasant to a Modern and Prosperous Country within 30 years".

The central focus of the last FY (2019/2020) under the NDP II, is the attainment of the lower middle income status with a proposed budget of 37624.6 billion (including debt, redemptions and non-tax revenue of which GoU is Ushs 19,704 billion and External Financing is Ushs 9,305.6 Bn). The theme of the last NDP II FY 2019/2020 is industrialisation for Job Creation and shared prosperity whose attainment necessitates gender and equity responsive planning and budgeting.
