JLOS tours country to assess service delivery

Justice Law and Order Sector (JLOS) has embarked on a-10-day nationwide tour aimed at assessing the status of service delivery principally as regards to integrity and ethical standards in its various institutions.

Supreme Court Justice Jotham Tumwesigye, who chairs the Justice Law and Order Integrity Committee (JLOSIC), leads the entourage that started on Monday.

Each of the 18 JLOS institutions working under the chain-linked coordination is led by a senior judge and each team will visit and assess the conditions in the Police, Prisons detention facilities, remand homes, refugee camps, courts and probation offices in the different parts of the country.

According to a release issued by Judiciary's communications officer, Solomon Muyita on Tuesday the tour will also feature focused group discussions with JLOS service users, staff, local government leaders and members of the general public.

 "The discussions take a broader perspective, but with deeper focus on integrity in the perspective of JLOS staff conducts in the course of service delivery and the influencing conditions within the working environment.

The committee then identifies areas that require urgent improvement and develop recommendations and strategies to obtain optimal results in the sector," the release quoted Justice Tumwesigye as saying.

JLOSIC was established in 2013as a specialized sector committee to track the status of integrity in the service delivery and provide the necessary guidance for improvement.

It was proposed that at the end of the tours, a joint report would be published and utilised to influence the JLOS budget priority setting and sector-wide planning, whose outcome should be presented to the JLOS Inspectors' Forum for corrective action as well; whose activities are coordinated by the Judiciary's Inspectorate of Courts.

According to the release, the objectives of the JLOSIC include conducting surveys and studies on the status of integrity within the JLOS institutions and develop mechanisms and modalities of promoting integrity in the justice sector.

Other objectives are to identify and oversee mechanisms to eliminate corruption in the different institutions of the sector and recommend to the Leadership Committee, JLOS staff to be honoured for exemplary performance of their duties.

The teams are also expected to assess the level of adherence to the set ethical and integrity standards, quality of services delivered by the JLOS institutions, identify the challenges and limitations the sector faces.

The teams are also expected to note or assess public awareness about the JLOS activities and note peoples' complaints and make a follow up of the previous JLOSIC reports.

The Eastern region team, under Mbarara resident judge Flavia Zeija will cover Mbale, Busia, Bugiri, Namayingo, Mayuge, Jinja, Pallisa and Tororo.

Western Region team under Court of Appeal Justice Hellen Obura will cover Kabale, Hoima, Buliisa, Masindi and Kirayndongo.

South-western Region team under resident judge, Lira Alex Ajiji, will tour Kanungu, Kabale, Buhweju, Mbarara, Isingiro and Nakivale refugee settlement camp.  

Northern Region team under Mbale resident High Court judge Tadeo Asiimwe, will canvas Gulu, Amuru, Lamwo, Apac, Otuke and Lira.

Southern Region under Fort Portal resident judge Masalu Musene will cover Masaka, Rakai, Kyotera, Lyantonde, Lwengo, Kalangala and Kampiringisa rehabilitation centre.

Central Region team under Supreme Court Justice Jotham Tumwesigye, is tasked to cover Nakaseke, Luweero, Kayunga, Mityana, High Court Criminal Division, Anti-Corruption Court, Court of Appeal, Supreme Court, JSC, ODPP, PSU, Law Council and Kitalya Prison.

North-western Region under Soroti resident judge David Ndikabona Batema will cover Arua, Moyo, Adjumani and Nebbi.

North-eastern under Commercial Court head David Kutosi Wangutusi will cover Kaabong, Kotido, Moroto, Katakwi  and Soroti.
