Exonerated Baguma bounces back in new Police reshuffle

KAMPALA - After being accused and  acquitted of murder and kidnap charges, the inspector General of Police, Martin Okoth Ochola has re-deployed the former Kampala Central Police Chief Aaron Baguma.

According to a Police message dated January 17, 2019, addressed to all unit commanders, directors and heads of departments, Baguma has been deployed in the Private Security and Fire Arms department, under the Directorate of Operations.

In the initial message, he had been deployed as an attaché at the National Medical Stores (NMS) but it was cancelled.

In October, 2015, Baguma and eight others including the Lumumba Avenue based Pine car bond businessman, Muhammed Ssebuwufu was arrested in connection to the murder of the late Betty Donnah Katusabe.

It is alleged that the accused descended on the late Katusabe and tortured her to death when she failed to remit a balance of sh9m to Ssebuwufu who sold to her a car on credit.

On August 30, 2016, Baguma was taken to Kigo Prison where he spent two weeks before he was released on bail. This sparked a serious debate with many questioning the criteria that was followed to set him free yet his co-accused who were in Luzira were still incarcerated.

After a long court battle, the Director of Public Prosecution (DPP) turned Baguma into a state witness in the case, and dropped all the charges that had earlier been preferred against him.

 
In the similar developments, Ochola has transferred Commissioner of Police, Elias Kasirabo from Human Resource Administration and appointed him to Environment Protection Police Unit, replacing CP Godfrey Odwege Taire, who has been sent to Police headquarters in the Human Resource Administration department.

The Jinja road Police Division Commander, Superintendent of Police, Jackson Mucunguzi has also been dropped and ordered to report to Police headquarters, Human Resource Development.

Mucunguzi has been replaced by SP Dyna Nyamisango, while SP Ian Kakur’s transfer from the Mineral Protection Police Unit to CID headquarters has been cancelled.

The changes have also seen Assistant Superintendent of Police (ASP) Salama Namutosi moved from Lugazi to Buvuma as District Police Commander, Samson Lubega from Chief Political Commissar’s office to Agago as District Commander, Abbey Ngako from CPC to Luwero as DPC, while Simon Musalele goes to Rakai as Officer in charge of the station.

In similar changes,  David Martin Lopeyok from Mayuge has been transferred to Njeru as Officer in Charge of the Station, (OC) ,  Charles Rugumayo from Soroti, is moved  to Mabira under Lugazi Division as OC, Martin Mayanja from Pader to Lugazi as OC Station, James Mwesigye from Jinja road to Entebe as OC  Station, Bernard Ogang from Kamwenge to Kololo Police Post as OC, Hamson Birungi from CPC to Kamwenge as OC Station, Kennedy Sebagala from Moroto to Bweyogerere as OC Station, replacing Michael Mugabi who has been taken to Moroto as OC Station while  Enock Acwamu from Najera (Kiira Division) has been taken to Lwemiyaga-Sembabule as OC Station, and John Mugisha from CPC to Nkozi as OC Station.
