Seeking Finance Compliance Services under the UGOPAP

Background

The Uganda Governance and Poverty Alleviation Program (UGOPAP) is funded mainly by DANIDA and implemented by Caritas Denmark (CD) in partnership with the UGOPAP partners namely: Caritas Uganda (CU), the Community Integrated Development Initiatives (CIDI), the Eastern Archdiocesan Development Network (EADEN) and the Central Archdiocesan Province Caritas Association (CAPCA).

The program aims at strengthening the civil society in Uganda and contributes towards poverty alleviation by building sustainable farmer associations and cooperatives; and works through the Uganda National Farmers' Common Voice Platform (UFCVP), a national advocacy platform to ensure rights of the small-scale farmers in Uganda.

Caritas Denmark seeks to recruit a Financial Compliance Offi cer (FCO) from a competent audit fi rm with the intention of improving sustainability of the capacity building initiatives achieved amongst the UGOPAP partners through earlier FCOs. The FCO will ensure quality assurance through supporting program implementation as well as protecting all stakeholders (benefi ciaries, partner organizations, donors) against embezzlement and related devastating consequences.

The FCO scope of work will include the partner organizations in their entirety and it will be up to the FCO in cooperation with Caritas Denmark to assess how his/her time is best allocated among partners. The FCO will employ a check list tool based on MANGO Finance and Administration Best Practice Guidelines, UGOPAP contracts, Danida Finance and Administration Best Practice Guidelines, latest audit reports, recent capacity assessment report, program documents and related budgets, UGOPAP M&E documents, with consultation from the UGOPAP Program Management Committee (PMC) and Caritas Denmark.
