This Notice of Expression of Interest nullifies the earlier Notices that appeared in the New Vision {3"' October, 2018}

  1. The Government of Uganda has allocated funds in the Financial Year 2018/2019 for conducting a unit cost study of road construction, reconstruction, rehabilitation and maintenance.
  2. The road sector has seen an upward trend in the prices of road construction, reconstruction, rehabilitation and maintenance. This trend has caused great concern not only to Government, but also to the public, which has variously attributed this trend to corruption, inefficiency of Government departments handling procurements and non - competitive procurement practices.
  3. There is also a general perception that road construction unit costs in Uganda are the highest in the region. The explanation of Ministry of Works and Transport that this trend is dictated by market forces, overreliance on foreign contractors, ownership of land by the people etc seems to have not provided a satisfactory justification of this subject to gain public confidence in the way taxpayers' monies is being spent.
