Strengthening Accountability and Continued Effort to Build Public Confidence Through Increased Response to Public Demands:

The Ministry of Public Service is focused on strengthening accountability to citizens, increasing responsiveness of public servants and inspiring public confidence. Minister of Public Service Hon. WIison Murull Mukasa commends all departments for scoring highly on a number of tasks In the last FY 2017/2018. These Include; strengthening human resource management and development policy framework, improving efficiency and effectiveness in the management of salary and pension payroll, of service delivery systems and structures.  The others are harmonizing the inspection function by promoting joint inspections using the zonal approach as directed by H.E. the President, enhancing staff productivity through developing and delivering tailor made courses for public servants to enhance service delivery.

He is also happy with success in improving efficiency and effectives of performance management systems and lobbying for competitive pay structures, improving efficiency of Records and Information Management Systems, enforcing development of Gender and Equity Sensitive Client Charters and institutionalization of feedback mechanisms.

This is in line with the ministry's vision, which ensures 'a public service that is affordable, efficient and accountable in steering rapid economic growth and social transformation'. 

The Ministry is mandated to develop, manage and supervise Implementation of human resources policies, management systems, procedures and structures for the public service. 

The Ministry developed a five-year strategic plan to provide a strategic direction for Its operations to be able to tackle challenges and effectively support transformation of the Public Service. This includes promoting zero tolerance to corruption, strengthening the government regulatory framework, urgently address poor service delivery especially in the areas of healthcare, education. In the fight against corruption the Ministry has strategized through; the establishment of a One Stop Service that will lessen the cumbersomeness of service to clients and reduce on the time spent in order to be served, that is the reduction of time spent on a particular task as a target.
