Finance warns accounting officers on late budgets

KAMPALA - The finance ministry warned that districts and municipalities whose accounting officers would not have submitted detailed budgets for the next financial year by Friday would not receive funds.

Kenneth Mugambe, the director for budget at the ministry, sounded the warning at a meeting with district leaders in Kampala.

"A number of accounting officers are still paying arrears and slow at processing pension and allowances for councilors," he said.

Mugambe disclosed that while most local governments submitted budgets for funding, many of them did not provide specific details of the areas for which the funds are to be disbursed.

"We want itemised allocation to enable us to release the funds for the new financial year.

"If we do not get the details by close of Friday, you will not get the money," he warned.

However, some of the district leaders complained that the deadline given to them to submit detailed budgets would be difficult to meet.

On June 14, Parliament passed a sh32.7 trillion budget for the financial year 2018/2019.

Local governments will get sh3 trillion, the third-highest portion of the budget.

On Thursday, government released the first performance assessment ranking the districts and municipalities, which gives them a good score in some areas but highlights major weaknesses.
