SEMBABULE - Dr Elly Muhumuza, the Sembabule Local Council (LC5) Chairperson, is in trouble over alleged forgery and misconduct.
 
District councilors are seeking to censure him for reportedly forging council minutes and altering a list of names of the district land board members. 
 
He is also accused of forging the district speaker, Phoebe Arinitwe's signature and stamp in a bid to make the minutes appear authentic.
 
Muhumuza's problems started after a council sitting on March 16, 2018 approved five names of the land board members.
 
These included Patrick Nkalubo, Charles Lubega, Happy Nakafeero, and Jane Francis Kizito with George William Katokoozi as the board chairperson.
 
The names were then forwarded to the ministry of Lands for final endorsement.
 
However, last week, information leaked from the ministry that the list of names which the council approved had been altered.
 
It is believed that Muhumuza secretly doctored the list and replaced Katokoozi’s name with Patrick Nkalubo contrary what the council had proposed and passed.
 
This did not go down well with the councilors who protested the action saying it undermined the council decision.
 
As a result, the councilors, led by Robert Ambikire of Ntuusi Sub-county are collecting signatures to throw him out of office.
 
By Thursday, Ambikire said, they had collected 12 out of 18 signatures.
 
Ambikire said that Muhumuza relied on the personal differences he had with Katokoozi to doctor the list and replace his name.
 
The speaker, Arinitwe confirmed that the minutes and her signature were forged to back up the distorted list of names.
 
Willy Bateringaya, the Chief Administrative Officer also said the minutes he received pertaining the land board committee members was different from what was presented at the ministry.
 
Earlier, Muhumuza denied the allegations saying the minutes and list of names he sent was the one council approved. He further referred reporters to access the file at the ministry for proof.
 
But on Tuesday and Wednesday, panic ensued after Muhumuza observed the councilors’ determination to censure him. He met the councilors and admitted to having tampered with the minutes.
 
However, he appealed to the councilors to stay their quest to censure him pledging to sort the anomaly.
 
Section 21 of Local Government Act gives councilors powers to censure the executive member of council, if they are dissatisfied with the conduct or performance of the members of the executive committee.
 
A council may, by resolution supported by not less than half of all the members of the council, pass a vote of censure against a member of the district executive committee.
 
Meanwhile, Ambikire and some councilors say they are not yet done their mission not until the matter is addressed.
 
There has been a longstanding bickering between Muhumuza and Katokooza. But the councilors argued that their differences should always have a limit to avoid landing them in trouble.
