The Government of Uganda has received fi nancing from the African Development Fund (ADF) towards the cost of construction of Busega- Mpigi Expressway (23.7km). It is intended that part of the agreed loan proceeds shall be used for payments under the contract for Consultancy Services to Undertake Technical Audit of Busega- Mpigi Expressway Project (23.7km).

The services included under this project is for the Consultant to:
(i) Assess whether the procurement of the Civil Works Contract and Supervision Consultancy Contract were executed in accordance with the ADB guidelines;

(ii) Evaluate the existence and effectiveness of internal controls, which are needed for the application of sound engineering and financial principles and practices;

(iii) Obtain reasonable assurance that the Planning, Design, Construction and operation and maintenance plans are in accordance with sound engineering principles, practice, technical management policies and specifi cations;
