NOTICE OF EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES TO DEVELOP AND IMPLEMENT A RAP AND LIVELIHOOD RESTORATION STUDY FOR THE KALAGALA OFFSET AREA. MEMD/CONS/17-18/00431/EPD

The Ministry of Energy and Mineral Development has allocated funds to be used for the acquisition of the consultancy services described below.

The Entity now invites eligible consultants to submit sealed expressions of interest for consultancy services for the RAP and Livelihood Restoration study for the Kalagala Offset Area.

The Policy on involuntary resettlement indicates that any project affected persons suffering involuntary loss of livelihood should be compensated. The Government of Uganda is now undertaking studies to ascertain the nature of livelihoods and ensure livelihood restoration for the communities earning a livelihood within the 100 metre Zone from the river banks. The 100-meter zone on either side of the river has a number of communities carrying out a number of activities and some have structures along the 100-metre zone. There are also claims by the communities that they have titles stretching up to the 100-metre zone. The Kalagala Offset Area is being accorded the status of a Forest Reserve and an area of special conservation. The Islands that are part of the modifi ed Kalagala Falls Site are supposed to be free of human activity too but the islands are privately owned and yet there is need to acquire the land for conservation purposes. The Ministry is now seeking to engage a Consultant to develop and implement the Resettlement Acton Plan and livelihood restoration study for modifi ed Kalagala Falls Site.
