The Government of Uganda and development partners have earmarked 150,6 million Euros for the development of northern Uganda in a project dubbed Development Initiative for Northern Uganda (DINU).

While launching the six year (2017-2023) programme today, at the Office of the Prime Minister, Premier Ruhakana Rugunda said there were earlier programmes in northern Uganda which aimed at resettling people and offering relief. He, however, said the DINU project is for development purposes.

He said DINU is an integrated initiative to improve food security, nutrition, livelihoods, infrastructure and good governance in the 33 districts of Acholi, Karamoja, Lango, Teso and West Nile.

State of Northern Uganda

According to Uganda's house survey 2016-2017, 32.5 % of the people in Northern Uganda are living below the poverty line compared to the 21.4% of national average.

The survey also states that the rate of stunted growth of children less than five years of age in Karamoja is at 37% which is the worst in the country.

Rugunda said the state of the region has been worsened by the influx of refugees, fleeing the conflict in Southern Sudan. Northern Uganda accounts for about 68% of the over 1.4 million refugees in Uganda.

The indicators call for concerted effort to ensure that Northern Uganda is at the same level, with other regions, he said.

DINU funds

The project is estimated to cost about 150 million Euros. The Government of Uganda will contribute 11,954 million Euros, The European Union will bring 132,8 million Euros, DFID 2,67 million Euros, Germany 1,8 million Euros, UNCDF 0,352 million Euros and UNICEF 1,056 million Euros.
