Oil roads: Sh195b for land acquisition

It is estimated that the oil roads will cost US$600m but Wani says it might increase based on the demands that will be fronted by a company with the contract.

The Uganda National Roads Authority (UNRA) is going to spend over sh195b on land acquisition for the oil roads, Isaac Wani, the director network planning and engineering had revealed.

He said that they have done the feasibility study and are currently working on determining how many people, crops and other plants will be affected by the road works, stating that they will give priority to the most vulnerable during compensations.

He was speaking on the sidelines of a three day conference organized by UNRA to enable judges and registrars interface with the institution's officials. The conference is taking place at the Lake Victoria Serena, Kigo resort.

"We are putting all measures in place to make sure that roads do not become a major hindrance to delivery of material and oil by 2020," he said.

Wani said the roads will facilitate the construction of the refinery, connect refinery to production wells and service industries.

It is estimated that the oil roads will cost US$600m but Wani says it might increase based on the demands that will be fronted by a company with the contract.

In June 2016, during the Budget speech for 2016/17, President Museveni set a target for oil production in Uganda to be the year 2020; however, Wani says this has made them work on pressure.

"When Government took a concrete decision to start constructing the roads by December 2016, we had to move in quickly. Feasibility studies normally take 12 months but this time we had to do it in only six months. We also had to hire more personnel on a short notice since we did not have the capacity," he said.

He also said that the time given to them to carry out the constructions is less yet procurement involves complex consultations and thorough checks, which need more time.

Allen Kagina, the Executive Director UNRA, said that the three day conference is to enable them sensitize the justices on the type of contracts they employ on road construction, with focus on FIDIC contracts, and how to handle management of claims under the contract type.

"The takeaway from this workshop will be a new mutually beneficial relationship and understanding of the key roles each of us plays in building dynamic road infrastructure that gives our people access and allows us to preserve the valuable road," she said.

Justice David Wangutusi, the head Commercial Court asked UNRA to reduce on the road sector jargon they use in their court cases, saying that it makes it hard for them to make sound decisions.
