Detectives fail to catch fugitive Kyotera CAO

Deputy CAO Yasin Mayanja escaped from Kyotera Police Station two weeks ago, which left several officers in trouble and a manhunt ensued.
Police have failed to find Kyotera deputy chief administrator who recently escaped from their custody.

Mayanja, who is also the secretary for Rakai District Land Board, had been arrested and detained on allegations of abuse of office and corruption.
He was denied bond after recording a statement and locked in a cell. However, the next day, he was found missing in the locked cell.
Investigating officers in the case believe some of their officers aided the escape.
Since the incident, police has been tracking him in various corners of the district, but all in vain.
Kyotera District Police Commander (DPC) Musa Kayongo said the officers on duty that night were arrested for questioning.
A case of escaping from lawful custody was preferred against him in addition to abuse of office and alleged corruption.
Kayongo said they have also summoned some district officials for obstructing justice, after conniving to shield the suspect's whereabouts.
"While Police were busy searching for Mayanja, some district officials chose to take the district register to him (Mayanja) to sign his attendance to duty," he said.
Several activities run by the fugitive's offices have stalled since he disappeared. As a result, district councillors want the concerned authorities to halt his salary and also replace him.

The story
Mayanja's troubles started after residents filed complaints that they had never been awarded certificates, yet they had fully paid for their plots.
This prompted an inquiry by Kyotera District Executive Committee that pinned him as key player in the rampant dubious transactions of public land in Mutukula town board.
It is said Mayanja obtain money from the interested parties and promised to award them certificates, but did not.
Kyotera LC5 Chairperson Patrick Kintu Kisekulo, said Mayanja did not remit the funds to the district coffers.
He said the fraudulent deals went on at the time when Kyotera became a new district without formal political leadership to monitor the district activities.
"He issued tittles on the Mutukula land without the knowledge and consent of a substantive land board for Kyotera." Kisekulo explained.
Other Allegations
Mayanja is also said to be responsible for unpaid salaries, since July this year, of teachers and health workers.
Mayanja allegedly diverted the funds to his personal account, leaving the beneficiaries stranded.
There has been a series of protests as a result of unpaid salary arrears in the district. Over 130 teachers refused to teach or mark mock exams recently.
The health workers also put down their tools a week after demanding for their salary.
District officials intervened and the protests were called off after giving assurance that modalities were being made to pay their salaries.
Councillors and district officials close to Mayanja, however, say the accusations are false and politically engineered to tarnish his good name.
