Agriculture minister to replace Dr. Ssemambo, despite a court order

According to a document seen by the New Vision, five doctors sat for interviews and Lagu, 41, emerged the best.

An attempt by the Police to evict Dr. Daniel Semambo, the executive director of National Animal Genetic Resources Center under the agricultural ministry from office failed.

This is part of the saga which had been going on for over two years in which Semambo has been forced to go out of office contrary to the court order.

On June 22, 2017, the court presided over by the Deputy Head -civil division Justice Margret Oguli-Oumo awarded Dr. Semambo sh600m in damages and directed the institute to implement the recommendations of the Inspector General of Government (IGG) contained in her report dated October 14, 2016.

Among other things, the IGG recommended that the minister withdraws and revisits the decision not to renew Dr. Semambo's contract, stating that it was illegal because the decision was reached based on negative information bout the doctor, for which he was not granted  affair hearing contrary to his constitutional right.

The IGG also recommended that the board grants Dr. Semambo an opportunity to respond to all allegations raised against him  before reaching a decision to whether renew his contract or not.

It also recommended that the board chairman, Dr. Johnson Nkuuhe desists from imposing himself on the Board and allow its matters to be performed openly and transparently.

The IGG further stated that the recruitment process for the position of executive director should remain on hold until Dr. Semambo is given a fair hearing.

But a reliable source disclosed that Dr. Charles Lagu has already been recommended to the Minister of Agriculture and Animal Industry and Fisheries, Vincent Bamulangaki Ssempijja to replace Dr. Semambo, which is contrary to court order.

Others are David Okello Owiny, 55, Gordon Toa, 53, Michael Kansiime, 46, and Anthony Mugisha, 49.

Last week the police appeared to Dr. Semambo's office but they did not find him.
