Selection of a Rural Sub country for a Physical Planning, Land Readjustment and Resettlement Program

Physical Planning in Uganda has concentrated on urban areas at the expense of the rural areas. While The Town and Country Planning Act recognized rural (country) planning, there was really never any effort towards institutionalizing it.

This may have partly been on account of inadequate resources for planning, and perhaps the relatively small rural population which did not seem to present glaring challenges as seen in the urban areas. The Physical Planning Act proposed a hierarchy of Physical Development Planning in Uganda, which include Regional and District Physical Development Planning.

These levels of planning have a big rural planning stance. In addition, the lowest level of planning - the local level - identifies a sub county as one of the units of planning at this level. This envisages Physical Development Planning at the local scale in Uganda's rural sub counties.
