CONSULTANCY SERVICES FOR ENVIRONMENTAL AND SOCIAL AUDIT OF THE SOLAR PV ENERGY PACKAGES UNDER ERT-II PROCUREMENT REFERENCE NUMBER: MEMD/CONS/2016-2017 /00597/ERT III

The Government of Uganda (GoU) has received fi nancing from the World Bank toward the cost of the Energy for Rural Transformation Project - III and intends to apply part of the proceeds for consultant services.

The Government of Uganda with support from the World Bank (IDA) implemented the ERT II project to meet the growing demand for electricity in the rural areas.

The ERT-II project is the second phase of the ERT program approved as three-phase Adaptable Program Loan (APL) in 2001 with the purpose of developing the energy and ICT sectors in Uganda, and in turn make signifi cant contribution to the productivity of enterprises and the quality of life of households.

The investments in ERT II are estimated at US$85m, and the main outputs were:
• 1,300km of MV distribution lines
• 7107,29 household connections
• 676 health centres connected to solar energy packages
• 546 post primary schools connected to solar energy packages
• 33 water schemes connected to solar energy packages

Construction and installation of the facilities and solar energy packages was completed and these were handed over to the respective service providers and institutions.

An environment audit was commissioned by the Rural Electrifi cation Agency (REA) to check for compliance of the facilities (specifi cally the MV distribution lines) with the conditions stipulated in the Environmental Impact Assessment (EIA) certifi cate, the National environment legal framework, and the World Bank Safeguard policies and the safeguard instruments such as the ESMF. All facilities funded by the World Bank are required to comply with the World Bank safeguard policies as well as the National Environment standards, regulations and legal framework.
