I dealt with alleged Police torture - Museveni

He further clarified that those arrested in connection with the murder of former IGP, Andrew Felix Kaweesi had other criminal records

 

The Police should have the capacity to prevent crime, President Yoweri Museveni has said.

Delivering the State of Nation Address to Parliament on Tuesday Museveni said Government will not hesitate to replace police involved in all forms of corruption.

"When these reports came up I carried out an analysis of torture. The issue of alleged torture by the Police was dealt with by myself," he said.

He added: "Police should listen to the people. It should not wait for crime to be committed. It should prevent it. Police have been criticized for being relaxed in their operations. Through good intelligence, crimes must be prevented."

According to President, Police have been accused of all forms of corruption including extorting money from public, high handedness while handling civilians, protecting criminals, torture of suspects among others.

"Police should therefore heed to the call of the public and clean the institution of a few rotten officers, otherwise we shall go back to the 1986 plan in which we recruit credible officers that can be redeployed," said Museveni.

He further clarified that those arrested in connection with the murder of former IGP, Andrew Felix Kaweesi had other criminal records and were supposed to be in prison, but wondered why they were not in custody.

"Most suspects in the murder of Kaweesi had committed other offences, I wonder why they were still in circulation," wondered the President.

He also explained more efforts are being carried out by government through the UPDF to ensure that security returns to Masaka region that has of late suffered attacks from unknown gangs.

According to Museveni, about 70 suspects in the Masaka murders have already been arrested, and with a few mobilizations by the UPDF, security will return in the region.
