Councillor wants rape convicts to face firing squad

Parliament is seeking public views on the proposed Sexual Offences Bill 2015

The councillor representing Pioneer Ward in Soroti Municipality, Gabriel Okurut Etesot, wants rape convicts to face the firing squad.

This was during a parliamentary outreach meeting held at Eneku village on Wednesday to seek public views on a proposed Sexual Offences Bill 2015 currently before Parliament.

The objective of the Bill is to consolidate laws relating to offences, combat sexual violence and provide for the punishment of perpetrators of sexual offences among others.

Soroti Municipality MP Edmund Herbert Ariko while giving an overview of the bill said under Sub Section II, Clause II of the Bill, any person who forcefully performs a sexual act on another person without his or her consent is liable to life imprisonment.

But Okurut said putting people who rape young children, the elderly, women and disabled persons on firing squad is appropriate action to combat cases of aggravated rape.

Eastern Division LC3 councillor John Robert Esaru expressed need for Parliament to revise the proposed penalties for sexual offenders under the bill before it is passed into law.

Soroti district woman MP Angeline Osege reiterated that the views raised during the meeting would be presented on the floor of Parliament for consideration.
