Police officer held over alleged rape

A middle aged woman's hunt for justice in Kamuli district ended in utter frustration after the officer in charge of the Police station she went to report a case instead allegedly raped her in his office.

Justine, 30, had gone to report her husband, Yeseri Kabisi, after a domestic brawl and went to Police to have him arrested. She allegedly ended up being raped by the Inspector of Police (IP), the officer in charge (OC) for Butansi Police Station, David Osiye.

Osiye is alleged to have sexually assaulted and raped the complainant, a resident of Nabirama village in Butansi Sub County, Kamuli district on March 30, at 7:20pm.

According to the Police spokesperson for Busoga North Region, Michael Kasadha, the victim reported the matter shortly after, before Police zeroed in on him at his residence near the station.

"We got him and he is in detention at CPS. As the department, we condemn the act and will take action to restore Police's public image," Kasadha said, adding, "Justice will prevail for both the victim and officer."

Results of a medical examination from Kamuli General Hospital reportedly showed amounts of semen found in the victim's sexual organs.

Kasadha disclosed that Osiye was a former Local Administration Police officer attached to Budaka who shot into the limelight when Inspector General of Police Gen Kale Kayihura visited and locals praised Osiye for building a Police post for which he was promoted from sergeant to Inspector of Police.

He was then transferred to Namasagali in Kamuli district and later to Butansi.    

Daana Kagere, the Program Director for Center for Domestic Violence Prevention (CEDOVIP) called upon all stakeholders to critically monitor the progress of the case, so that the survivor gets justice.

"The case should not die a natural death. We're poised to see that justice prevails," Kagere said.
