Museveni appoints new KCCA director

KAMPALA - President Yoweri Museveni has appointed Richard Lule as the new director for administration and human resources at Kampala Capital City Authority (KCCA).

Lule, a human resource management and organisational development expert, replaces Jennifer Kaggwa who left KCCA in August last year for Uganda National Roads Authority.

Lule has been acting since Kaggwa left, according to a statement issued Thursday by KCCA executive director Jenniffer Musisi.

According to the KCCA Act 2010, the President has the mandate to appoint the city executive director together with a team of other directors.

Musisi has 10 directors who head the different departments of administration and human resources; legal affairs; internal audit; treasury services; revenue collection; physical planning; engineering and technical services; gender, community services and production; public health and environment, as well as education and social services.

The current crop of directors was appointed in November 2011 after the KCCA Act took effect in March that year.

Prior to taking over as director, Lule first worked as deputy director in the human resources department. He had earlier worked as the manager of talent acquisition and management at Centenary Bank, between 2010 and 2012.

He was also the head of organisational development and human resource at Eskom Uganda Limited between 2006 and 2010.

Meanwhile, KCCA has selected engineer Andrew Kitaka to deputise Jennifer Musisi in acting capacity, the KCCA spokesperson, Peter Kaujju, has confirmed. Kitaka, formerly the director of engineering and technical services, will act until the President appoints a substantive replacement to Judith Tumusiime Tukahirwa who resigned last month.

Previously in charge of engineering and technical services, Kitaka was one of the first directors appointed by Museveni in 2011.

By Thursday, Kitaka had assumed office after Tumusiime officially handed over to him, a source at the KCCA head office, said.

Kaujju said: "Kitaka will resume his duties as he waits for a confirmation from the President."

Kitaka is a construction engineer and has been in charge of all the road maintenance in the city.
