Obstruction of justice: Two police officers summoned

Aug 25, 2016

They are to appear in court on September 5 and answer to charges of disobedience of lawful orders and obstruction of justice.

Kajjansi Magistrates Court has issued criminal summons against the Kampala South Metropolitan police commander Geoffrey Kaheebwa and the Regional OCID Benon Ayebale.

They are to appear in court on September 5 and answer to charges of disobedience of lawful orders and obstruction of justice.

The two officers were dragged to court by way of private prosecution that was instituted by a court bailiff David Ssemanda.

Ssemanda says that on the July 18 this year, he was arrested by the two police officers as he attempted to carry out an eviction.

He says that he had an eviction order duly issued and signed by High Court registrar in charge of executions, Muse Musimbi.

He was to evict some seven plots of land in Bwebajja, Ssekiyunga zone in Busiro.

The two police officers reportedly arrested him at the site, claiming they had orders from the Inspector General of Police to halt the said eviction on suspicion that the said court order was forged.

The bailiff adds that he and his colleagues from TUSKEM Associates were detained at Katwe Police Station for five days and were later on charged with malicious damage to property before Kajjansi Magistrates Court.

Ssemanda also petitioned the High Court‘s execution and bailiffs division seeking contempt of court orders against police officers Kaheebwa and Ayebale to which Justice Flavia Anglin has ordered the duo to appear before her on August 30.
