Non performing government technocrats to face axe

Top government personnel whose performances fall below the 50% mark will not be eligible for reappointment at any government department, a top official of the Public service Commission has revealed.

The personnel will be blacklisted and will find it hard to find employment in any government department in the future.  

Public service commission chairperson, Ralph Ochan revealed that this is a bid to ensure that government gets the best out of its staff as the government cracks the whip on incompetence in the civil service.

The remarks come on the backdrop of the firing of health staff and two top leaders in Wakiso following a deterioration of service delivery there.

"We are going to review performance of all staff, especially for top staff working on contracts. If after our evaluation you fall below 50%, we shall not need your services again," Ochan, who took over the commission two years ago, said.

Government recently adopted contract employment terms for top senior staff as a way to improve accountability and efficiency in government agencies.  

Some of the staff on contract include permanent secretaries, directors and commissioners in ministries as well as chief administrative officers at districts.

President Museveni on Wednesday fired entire staff of Nakawuka Health centre III, saying his government could not put up with staff who don't prioritise the needs of people they serve. The health centre was subsequently closed and patients seeking medical care are being asked to find alternative health centres.  

The development followed an out powering of anger against staff of the facility during a meeting between the president and locals at Mpumunde village in Wakiso.   

Reiterating his newly adopted Kisanja hakuna mchezo mantra (a term of not playing games), the president pointed out that supervision was an area where emphasis should be put in order to ensure efficiency in the civil service. He asked locals to boldly report any government official who fails to live up to requirements of their job to relevant authorities.
