Ministry of Works and Transport

The Ministry of Works and Transport has allocated funds to be used for the procurement of Consultancy Services for the development of a Regional Communication Strategy for the Standard Gauge Railway Project.

The Ministry now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested consultants must provide information indicating that they are qualified to perform the services (including experience in similar assignments, and availability of appropriate skills among staff, proof of legal status, firm's organisational set up and financial status).

The assignment is for a regional project and, therefore, the scope of work shall cover the republic of Uganda, the Republic of Kenya, the Republic of Rwanda and the Republic of South Sudan.

i) Full names of consultant, address and registration details, certification of incorporation;

ii) Authorized contact persons with their full addresses; (Tel, Fax, E-mail)

iii) Dully registered power of attorney authorising the signatory to the expression of interest.

iv) A brief profile of the Consultants and audited financial statements for the last 3 years.

v) Evidence of proven extensive knowledge and experience in development of a Communication strategy.

vi) Availability of required skills with brief on man power strength in numbers and competency.

vii) Details of similar major assignments undertaken (completed or ongoing) in respective specified fields mentioned above, cost of assignments, year;

viii) All ongoing Consultants (projects) showing the names, values, year of start (commencement), progress (% of value executed so far), expected date of completion and value of outstanding service.

The short listing criteria are:

i. Having executed at least 3 similar assignments in nature and scope in the last 10 years.

ii. Availability of appropriate skills among staff to carry out the assignment.

iii A bidder has an average annual turnover over of at least Uganda shillings 1.3 billion or United States Dollars 386,000 over the last three consecutive years

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest.

The shortlisting shall be conducted in accordance with the shortlisting criteria, the PPDA Act, 2003 and the PPDA (procurement of consultancy services) Regulations, 2014. Sealed expressions of interest (One original plus three copies) must be delivered in a written form to the address below on or before 08/08/2016 at 11:00 am.

The packages must be clearly marked, "Consultancy Services for the Development of the Regional Communication strategy for the Uganda Standard Gauge Railway Project".
