Deloitie seeks to recruit well-qualified professionals in Uganda for an anticipated USAID-funded Regional Health Integration to Enhance Health Services (RHITES) project.

Deloitie seeks to recruit well-qualified professionals in Uganda for an anticipated USAID-funded Regional Health Integration to Enhance Health Services (RHITES) project. The following positions will be based in Northem Uganda and are subject to Deloitie winning lhe Award.

Chief of Party (COP)

The COP will provide leadership, management, and strategic direction for the entire project. This position is responsible for guiding senior technical staff and ensuring responsiveness, quality work, efficient use of resources and achievement of results. He/she will have the final authority within the project team and will be accountable for the successful implementation of all its aspects. The COP will work in partnership with USAID, national and local government agencies and officials, community level organizations, other partners, and project staff. He/she will report to the head of AdviSOry in Deloltte's head office in Kampala.

Key Qualifications

  • A Bachelor's degree In Medicine, Heath Economics, Public Policy, Public Health or related field;

  • Master's degree Heath Economics, Public Policy, Public Health or related field;

  • A PHD in International Development Programs will be an added advantage;

  • 7+ years' relevant experience as a COP in a USAID health project in Africa; and

  • 15+ years overall senior level international management experience In designing, implementing and managing complex health programs. 

Director, Finance and Operations (DF&O)

Provide strategic leadership in finance management and operations. The DF&O will provide oversight on risk management, quality delivery and compliance and interact with the donor, government and other stakeholders at senior level on financial and operational issues impacting on the program. He/she will participate in program progress reviews with core implementing partners and donors. He/she will report to the COP.

Key Qualifications

  • Bachelor's Degree in Finance, Business Management, Public Finance or related field;

  • Master's degree in relate fields is an added advantage;

  • 5+ years' experience managing USAID program financial, accounting, operating procedures. An accounting Professional qualification e.g. CPA, ACCA or related field; and

  • At least 10 years' experience, 5 of which should be at Managerial level.

Director, StrategiC Information (DSI)

Providing leadership in setting plans and mechanisms that ensure full achievements of program results, data analysis and reporting. He/she will also monitor program progress against detailed implementation plans, outputs and goals of the program and technically guide and supervise a team of monitoring, evaluation, research and data base managers. He/she will report to the COP.

Key Qualifications

  • Master's degree in Public Health, Sociology, Economics or related field; and

  • At least 10 years relevant experience, 5 of which should be at managerial level,

HIV/TB Specialist

Responsible for the overall technical implementation and management of the program at the regional level. Serve as regional liaison to government entilies and partner projects; provide technical assistance to improve, adapt, and sustain the quality and effectiveness of the project. He/she will report to the Deputy Chief of Party (DCOP).

Key Qualifications

  • Master's degree In Public Health, Sociology, Economics or related field; and

  • At leasl 10 years relevant experience, 5 of which should be at managerial level.

Health System Strengthening Advisor (HSSA)

Strengthen the necessary skills and systems to ensure sustainable and efficient delivery of health services at the different levels of care. He/she will provide technical and managerial oversight in capacity building and the planning, implementation and monitoring system strengthening initiatives. He/she will report to the COP.

Key Qualifications

  • Master's degree in Economics, Health Economics, Public policy, Health Policy, Public Health or related field; and

  • At least 10 years' experience in the relevant field, 5 of which should be at a managerial level.

Monitoring and Evaluation Specialist (M&E specialist)

Continuously monitor the management of activities of the program, ensure that program implementation and on-going operations are on track. Systematically monitor progress of activities, evaluate effectiveness of interventions against intended objectives, disseminate outcomes and lessons learnt, and track costs against results, He/she will report to the DSI

Key Qualifications

  • A Bachelor's degree in Public Health, Statistics, Economics, Sociology or a related field. A Master's degree is an added advantage; and

  • At least 7 years working experience in a relevant field, 3 years of which should be at a managerial level.

Grants Manager

Oversee the budget, disbursement of funds to sub grantees and monitor accountabilities in line with planned activities. He/she will also be responsible for ensuring compliance with USAID rules and regulations throughout the grants making process. He/she will report to the DF&O.

Key Qualifications

  • Bachelor's Degree in Finance, Business Management, Public Finance or relaled field. Master's degree in relate fields is an added advantage.

  • An accounling Professional qualification e.g. CPA ACCA or related field.

  • At least 7 years' relevant experience, 4 of which should be at Managerial level.

M&E Officer

Assist the M&E specialist in collating, complying and ensuring quality of the data collected from the field. He/ she will report to the M&E Specialist.

Key Qualifications

  • Bachelor's degree in Public Health, Statistics, Economics, Sociology or a relevant field;

  • At least of 2 years working experience in a relevant field

Senior Grants Officer

Monitor the grants process including relevant technical reviews of proposals from sub-grantees, carry out rigorous pre award assessment and communication with sub grantees and Board members for contracting, He/ she will report to the Grants Manager.

Key Qualifications

  • Bachelor's Degree in Finance, Business Management, Public Finance or related field.

  • An accounting Professional qualification e.g, CPA, ACCA or related field,

  • At least 4 years' relevant experience In grants management.

Human Resource for Health (HRH) Advisor:

Lead HRH activities to improve equity in the distribution of health care workers providing quality essential health services,

Key Qualifications

  • Bachelor's degree in Human Resource Management, Industrial and Organisational Psychology, Social Sciences, Public Health, Sociology, or any other related field.

  • A master's degree or post graduate in a related field.

  • 8+ years of experience and proven track record in health workforce planning and development in Uganda.
