Oulanyah victory: Court orders Gulu EC chief to testify

May 23, 2016

Oulanyah was declared the winner without actual result figures

Gulu Electoral Commission (EC) registrar, Benson Obete has been summoned to appear in court on Wednesday in the hearing of the petition against Jacob Oulanyah the Deputy Speaker of Parliament

Oulanyah's rival for the Omoro County seat in the recent general elections, Tolit Simon Akecha is contesting the outcome where Oulanyah was declared the winner without actual result figures.

Kyemara Kafuzi who is representing the petitioner along with Mukwaya Kizito Deo demanded that Obete who is reportedly away in Kampala should be in court to answer the petitioner's concerns about the tallying and declaration of results.

On the 19th of February this year, Obete announced Oulanyah winner of the seat without stating the figures even though preliminary results from 54 of the 59 polling stations had put Tolit in the lead.

Justice David Matovu who is presiding over the petition at Gulu High Court has fixed Wednesday for hearing the case in which there are eleven sworn affidavits challenging the victory of Oulanyah who last week retained his post as deputy speaker of the 10th parliament.

There was tension in the Edmon Wakida, the lawyer representing Oulanyah who was not in court and Peter Mulongo who is representing the EC in this petition asked court to dismiss the petition.

This was after Justice Matovu questioned how the affidavits and other relevant petition documents had been filed.
