UNEB to get new executive secretary next month

The process to find a new executive secretary for the Uganda national Examinations Board (UNEB), to replace Matthew Bukenya, will be concluded next month, Prof. Mary Okwakol, the board's chairperson has revealed.

Okwakol told New Vision in a phone interview yesterday, that the board is yet to meet to review a report from Dama consultancy, the firm that was hired to select a qualified candidate for the position.

Bukenya has been at the helm of UNEB examinations for the past 17 years. His contract expired last year, but was renewed for the third time by the president on April 18th, last year.

He is not eligible for reappointment because he has passed the mandatory age for public sector for employees.

The search for the executive secretary was disrupted last year, after a dispute erupted over the process. The then board chair, Fagil Mandy resigned after he was accused of corrupting the process to in favour of one candidate.

He resigned in April last year, when President Museveni renewed Bukenya's contract, which he was opposed to.

However, efforts to reach Bukenya for a comment about his retirement were futile, as he did not answer phone calls to his known lines.

Requirements

The board is searching for Ugandans with proven high moral character and integrity. Shortlisted applicants were interviewed by the consultancy firm in November, two weeks after they closed the application process.

Shortlisted applicants possessed at least a master's degree in educational planning and management, educational measurement, and assessment, curriculum development, business and administration and public administration and management.

They also possessed extensive knowledge and experience in examinations management, proven sound management skills, excellent interpersonal, team building, networking, negotiation, communication and computer competency. They also should have been 45 years and above.

Other requirements included at least 15 years of relevant experience. The five year experience should have been gained at senior management level as senior management level as head of a recognised educational institution or as head of department in a recognised institution of higher learning.
