CAO, district leaders clash over cash

The resident district commissioner Mpigi district, Apollo Bwebale has warned district councilors and civil servants against blocking the Chief administrative officer, Dorothy Ajwang Magoola from accessing her office on Monday.


Bwebale said that security is going to deploy heavily on Monday to ensure peace and ensure that the CAO is safe when she comes back to her office.

“ We have already made preparations to keep peace here at the administration block on Monday when the CAO comes back in her office; we are going to deploy police and army in big numbers to keep order,” he said.

Councilors and civil servants at the district are protesting the continuous stay of the CAO in office even after the council’s resolution passed on April 16 to oust her from office accusing her of being incompetent and non developmental to the district.

The motion to oust the CAO was passed by John Mary Luwakanya, the district chairperson and seconded by councilor Joseph Mutabaazi head of finance on the district executive committee, and was supported by 10 councilors.

These blame the CAO for not releasing money to work on different programs approved by the council like construction of classroom blocks in schools, roads and health facilities which has created hatred amongst the electorates.

John Mary Luwakanya, the district chairperson blames the CAO for always returning money to the center at the end of every financial year when the district has pending projects.

“I think madam CAO  has not helped us for the two years she has worked in our district; all work in the district is at a standstill because she refuses to release money to facilitate programs,” he said when contacted.

On Monday last week, workers at the district and councilors locked the administration block with padlocks saying that no work would be done at the district until the CAO leaves office.

This prompted the RDC to call police to restore order. He also ordered for the breaking of padlocks to enable workers who were stranded out side the building to enter for work.

When contacted on phone, the CAO said that she has no knowledge of handing over as was requested by councilors but she is reporting tomorrow for her normal duties.

“ I will only leave Mpigi district once my employer tells me to do so; I have no idea of handing over office tomorrow because it is not councilors who sent me to mpigi,” she said.

Ajwang said she is being witchhunted by some leaders at the district because she has not given them chance to steal money in form of awarding tenders to incompetent campanies that do shoddy work in the district.

She pointed out the many latrines in UPE schools have collapsed just two years from completion even after getting completion certificates from the district engineer.
