EALA convenes in Kampala

President Yoweri Museveni is expected to preside over East Africa Legislative Assembly (EALA) special sitting taking place in Kampala.

EALA Speaker, Margaret Zziwa, gave highlights of the Fourth meeting of the second session of the 3rd Assembly which has opened in Kampala.

The EAC Cooperative Societies Bill 2013 will be tabled, debate three Bills namely the EAC disaster Risk Reduction and Management Bill 2012, EAC integration (Education) Bill 2014 and the EAC Supplementary Appropriation Bill 2014. The legislators will also meet various stakeholders.

To-date EALA has in total enacted 59 pieces of legislation. The current assembly has passed seven Bills since it was inaugurated in June 2012.

The speaker noted that EAC signed a monetary Union Protocol on November 30, 2013, which will see the Community enter a single currency are by 2024. She said that during the ten years transition period to a single currency, activities to be undertaken include harmonisation of fiscal policies and development of framework for formulation of a single monetary and exchange rate policy.

She appealed to EAC partner states to amend their laws to enable full implementation of the Common Market Protocol. She commended Uganda for enacting a law in insolvency in 2011 that conforms to the protocol.
