Construction of National Records Center kicks off

The construction of the National Records Center and Archive (NRCA) is set to commence.

The construction of the National Records Center and Archive (NRCA) is set to commence.


This follows the ground breaking ceremony along Yusuf Lule Rd adjacent to Ministry of Health on Thursday in Kampala.

The sh20.3b National Records Center is to accommodate the entire record holdings of civil servants in the country.

The project funded by the World Bank is implemented by the Ministry of Public Service.

The Ministry of Public Service spokesperson, Jonas Tumwine, told New Vision that the first phase of the project began on August 12 and will last 65 working weeks.

China Railway Jianchang Engineering Company (T) Ltd won the tender to construct the building. According to the Ministry, the company beat 11 other companies.  

Under the first phase, a four storeyed building will be constructed. Tumwine said the basement of building will act as an administration block while other floors will form the registry and archive.

“The government’s registries are currently scattered in different areas due to lack of space at the Ministry of Public Service. This is the chance to bring the records in one place,” Tumwine said.

According to the Ministry, World Bank is funding the project under the Uganda Public Service Performance Enhancement Project (UPSPEP).

Tumwine said that the second phase of the project would start in 2014 if the government secures extra funding.

“NRCA will enable Uganda to demonstrate with evidence its effort towards building democracy, accountability and good governance,” he said. “The center will also be facilitating utilization of records by stakeholders, like civil servants, journalists and foreigners.”  

According to the Ministry, the project delayed to kickoff. Tumwine said it was supposed to kick off in 2011 but delayed due to a cumbersome procurement process and lengthy mandatory approval process.
