Museveni launches National Development Plan today

President Yoweri Museveni will later today launch the National Development Plan (NDP II). The UN Development Plan will also be launched.


According to the order paper, the President will launch the plan shortly before the finance minister, Matia Kasaija, presents the national budget 2015/16 to parliament.

The launch of the plan is symbolic as henceforth, the National Development Plan is line with the national budget.

NDP II is the second in a series of five-year plans tailored to achieving Uganda Vision 2040, whose goal is to transform Uganda into an upper middle income country.

NDP II is anchored on five priority areas - agriculture, tourism, infrastructure, mineral, oil and gas and human capital development.   

The new policy shift comes on the heels of the recent enactment of the Public Finance Management Act which requires a certificate of compliance from NPA by all vote holding entities as a prerequisite for Parliament to sanction their budgets.

Under the new law, NPA issues a certificate of compliance upon confirmation that plans of a given ministry or government entity are in sync with NDP.

Government is expected to spend sh196.7 trillion on NDP II, with 58.8% of these funds being drawn from the public purse and the rest from private sector contribution.
